John P. Casellini

John P. Casellini is Director of Government Relations for The Roffe Group. After concluding a 16 plus year career with the New York State Assembly, last serving as the Budget Director of the Ways and Means Committee, he began a career in government relations for CSX, progressing from the state to regional to national level over the course of the last decade, before returning home to New York to join The Roffe Group.

John began his career in Albany over 25 years ago, working for the New York State Assembly. He spent over a decade with the Ways and Means Committee, starting as the Transportation and Agriculture analyst, progressing through the roles of Deputy Budget Director and First Deputy before serving as Budget Director. During his tenure, he oversaw the enactment of three Transportation Capital Plans for both the MTA and Department of Transportation, serving under three Speakers including Speaker Silver. He supervised the day-to-day operations of the budget staff, managing the expenditure components of the New York State budget for the house.

Prior to joining the firm, he held the position of Vice President-Public Affairs for CSX Corporation, a Fortune 250 transportation company. In that capacity, he managed a team charged with the responsibility for government relations at the state and local levels, along with community relations, public safety efforts and crisis communications across the railroad system, in 23 states, two Canadian provinces and the District of Columbia. While there, John served on the Strategy Development Team and played several key roles on Public-Private Partnerships, chairing internal efforts on public funding.

Mr. Casellini received dual Bachelors’ degrees in Political Science (Public Administration) and Journalism Studies from Utica College and his Masters’ Degree in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University.
